Covenants

These documents represent the agreement among property owners in our Manchester neighborhood to do, or refrain from, certain acts and actions.  The HOA Board has accountability for enforcement and updates, but delegates some responsibilities to its Architectural Committee for interpretations.

Original Founding Declarations and By-Laws

Manchester Declarations: These documents declared the original agreement among property owners.  It is important to note that multiple documents were filed (very similar documents) for each of the 5 phases.

Manchester By-Laws: These contain the basic rules for the conduct of the corporation’s business and affairs.

Consolidated and Amended Covenants (For Reference Only)

In 2010, Consolidated and Amended Covenants were drafted, reviewed with the property owners, and ultimately approved by ⅔ of Manchester homeowners, but were never officially registered. Thus, they are not legally valid. In 2023, the HOA began working to update and register the Amended Covenants. Any updates will be posted here in the future.

Architectural Changes and Procedures

Architectural Summary:  This document is a quick reference table to better understand when Architectural Committee engagement is warranted. Note that the HOA Board may require Architectural Committee review of a homeowner’s situation if significant changes to the exterior are done.

Architectural Review Process:  This one-page document is intended to inform, and guide homeowners in the application of the Covenants.
